The federation is an agreement between cooperative places called Labs. Each Lab is a cooperative under its own country's law; the Charter is the document every Lab signs; the Council is where decisions are taken, by consent. The first Lab works on 9 of the 30 hectares of Quinta da Fornalha, in the concelho of Castro Marim. On the land since May 2023; the cooperative was incorporated in June 2025.A federation é um acordo entre lugares cooperativos chamados Labs. Higher-order law (direito de ordem superior) already asks for what this work does. These instruments are not aspirations: they are approved by the Council of Ministers, adopted by decision of the European Commission, or approved by government despacho, and they are the base on which billions of euros of structural funds are allocated. Among their objectives: territorial cohesion, regenerative land use, and low-density territories (territórios de baixa densidade).O direito de ordem superior já pede aquilo que este trabalho faz. Estes instrumentos não são aspirações: são aprovados em Conselho de Ministros, adotados por decisão da Comissão Europeia ou aprovados por despacho do Governo, e constituem a base sobre a qual milhares de milhões de euros de fundos estruturais são alocados. The municipal frameworks that would carry this work at concelho level have not yet been written. That absence is a legal vacuum (vazio jurídico). A Lab is not a mass employer. It is a handful of indirect work streams for local tradespeople. Anyone expecting dozens of jobs will be disappointed.Um Lab não é um grande empregador. A Lab is not a tourist destination, and a concelho does not become a tourist hotspot through this work.
